Resource Center for Employment Promotion R-CEP
In September 2012, “The Center for Employment Promotion and Social Protection in Lebanon” (R-CEP) was established as an NGO officially acknowledged by virtue of notification No. 1602 published in the official Gazette no.40, of September 20,2012. It was officially launched in June 2014 at a ceremony attended by The President of the Lebanese Palestinian Dialogue Committee , Mr. Hassan Mneimné, the Ambassador of the European Union, Ms. Angelina Echhorst, the Director of the Regional Office for Arab States of the International LabourOrganisation (ILO), Ms. Nada Nashif and the Acting Director of UNRWA Ms. HeliUusikyla .
The Resource centre operates in full coordination with the Committee for Employment of Palestinian Refugees in Lebanon CEP www.ceplb.org and espouses the same objectives in promoting the right to work and social protection for Palestinian refugees.
The Resource Center for Employment Promotion(R-CEP) is attentive to the respect of gender equality and supports the right of the Palestinian woman at work and in managing projects and advocacy.

Vision

Palestinian refugees residing in Lebanon live in dignity and enjoy their right to work, and other socio-economic rights, until the realization of the right of return, according to the UN GA Resolution 194.


Mission Statement

Improve the Socio-Economic conditions of Palestinian refugees residing in Lebanon by promoting the right to work and to social protection, while enhancing their employment opportunities.

RCEP’s Goals and Objectives

Overall Goal: Promote employment of Palestinian refugees in Lebanon in an equitable legal environment and in compliance with the Universal Declaration of Human Rights and the International Covenant of Social, Economic and Cultural Rights (1966) as well as other International Instruments ratified by Lebanon

Objective I: Advocate and lobby for legal amendments of labour and social security laws which are fair to Palestinian refugees in Lebanon; and start a dialogue with syndicates to open up professions regulated by laws to qualified Palestinians

Objective II: Contribute to changing negative attitudes and perceptions among the public regarding the rights of Palestinian refugees to work and to social protection

Objective III: Collect, and disseminate information and research on employment and social protection of Palestinian refugees.

Objective IV: Raise awareness of Palestinian refugees to their duties as workers, and to their rights to employment and social protection

Objective V: Create a network to observe violations of workers’ rights and follow up on violations and provide legal support for Palestinian refugees in the labour market.


R-CEP BY LAWS


R-CEP By laws stipulate that elections of the Board take place every two years. The elected Board then selects from among elected members, a Chair person, a Vice Chair, a treasurer, a General Secretary and an accountant. As the governing body of R-CEP, Board members volunteer their time and expertise in the accomplishment of R-CEP advocacy and projects.
